Focus: the government’s role and instruments
The promotion of sustainable enterprise demands an entirely different set of government instruments and an entirely new approach to their use. One example would be a system of tradable rights for the use of fertilizers or CO2 emissions. How can we arrive at instruments which will provide a real incentive to sustainable enterprise? How can governments and the private sector cooperate in creating new markets for sustainable products and production processes? There is a clear link between these questions and those which relate to the theme of ‘InnovationStimulating Environments’.
